    Peppol in France: the 2026 e-invoicing reform

    France chose a platform model with Peppol as its interoperability backbone. Here is the reform timeline, and what it means in practice for webshops outside France selling to French business customers.

    8 July 2025

    DGFiP becomes the French Peppol Authority

    The French tax administration (DGFiP) officially becomes a Peppol Authority, embedding Peppol as the interoperability layer of the French model. The same month, the term "Plateforme Agréée" (PA) replaces the older "Plateforme de Dématérialisation Partenaire" (PDP).

    February 2026

    Production pilot begins

    A pilot under production conditions tests the full invoicing circuit. By mid-2026, over 140 platforms had already registered as Plateformes Agréées.

    1 September 2026

    Receiving becomes mandatory for everyone

    All French businesses must be able to receive e-invoices. Large companies and mid-sized companies (ETIs) must also start issuing them. At the same time, e-reporting of transaction data to the DGFiP begins.

    1 September 2027

    Issuing becomes mandatory for SMEs

    The issuing obligation extends to SMEs and micro-enterprises. From then on, all French domestic B2B invoicing flows through certified platforms.

    Does your invoicing fall under the French mandate?

    French domestic B2B: yes

    Invoices between two French businesses must flow through a certified Plateforme Agréée. That is the core of the French mandate.

    Selling from Belgium, the Netherlands or Luxembourg: no

    Cross-border invoices are not in scope of the domestic PA mandate. If your webshop sells to French business customers, Peppol remains the practical route wherever your customer is reachable on the network.

    B2C: no, but e-reporting applies

    Sales to consumers do not fall under the e-invoicing obligation. French businesses do, however, have to report that transaction data to the DGFiP via e-reporting.

    The role of Peppol in the French model

    France did not opt for a single central government platform but for a decentralised "5-corner" model: sender and recipient each work through their own certified platform, and the DGFiP receives the tax data. Peppol is the interoperability layer that lets all those platforms talk to each other, and to the rest of Europe. Since the DGFiP became the French Peppol Authority on 8 July 2025, that role is officially anchored.

    Important to know: SendPol is not a French Plateforme Agréée. For French domestic B2B invoicing, a French business needs a PA. If you sell to French businesses from Belgium, the Netherlands or Luxembourg, that falls outside the domestic mandate, and SendPol delivers your invoices over the Peppol network to reachable French recipients.
