    Anyone invoicing Luxembourg public-sector bodies must send e-invoices via Peppol. For B2B, Peppol is not (yet) mandatory, but it is the fast-growing standard in the region. Here is what you need to know.

    Why Luxembourg chose Peppol

    Luxembourg chose the Peppol network as the common delivery network for public bodies, with Peppol BIS Billing 3.0 as the standard format. Every e-invoice to the government therefore travels over the same secure network used in Belgium and dozens of other countries. That made the switch considerably easier for suppliers than a separate national portal would have been.

    For you as a supplier or webshop, that is good news: a single Peppol connection is enough to reach Luxembourg public bodies as well as businesses at home and abroad. You do not need separate portals or country-specific systems. And as more European countries move towards mandatory B2B e-invoicing, that same connection means you are already prepared.

    Legal basis

    The law of 13 December 2021 introduces mandatory B2G e-invoicing in Luxembourg, phased by company size.

    18 May 2022

    Large businesses

    Large businesses are the first required to send e-invoices to Luxembourg public-sector bodies.

    18 October 2022

    Medium-sized businesses

    The obligation is extended to medium-sized businesses.

    All businesses

    Since this date, every business invoicing Luxembourg public-sector bodies must send e-invoices, regardless of size.

    What is mandatory and what is not (yet)?

    B2G: mandatory since March 2023

    If you invoice a Luxembourg public-sector body, it must be an e-invoice sent over the Peppol network, in the Peppol BIS Billing 3.0 format.

    B2B: voluntary, but growing

    Between businesses there is no mandate in Luxembourg (yet). More and more businesses choose Peppol anyway, because invoices land directly and error-free in the customer's accounting system. Businesses that connect now save manual work and are ready should a future mandate arrive.

    Belgian customers expect Peppol

    Since 1 January 2026, structured B2B e-invoices via Peppol are mandatory in Belgium. If you sell from Luxembourg to Belgian businesses, those customers expect a Peppol invoice.
