E-invoices to the Dutch government have run via Peppol since 2017. There is no B2B mandate yet, but the direction is clear. Here is where things stand, and how to get your webshop ready today.
From B2G mandate to B2B trajectory
B2G mandatory for central government
Suppliers to the Dutch central government have had to invoice electronically since 2017. Delivery of these e-invoices runs via the Peppol network.
Sub-central authorities follow
From 2019 the obligation also applies to suppliers of sub-central authorities. Anyone supplying the Dutch public sector has therefore been e-invoicing for years.
Nederlandse Peppolautoriteit (NPa)
Since 2020 the Dutch Peppol network has been governed by the Nederlandse Peppolautoriteit (NPa), which operates in the public domain and oversees the connected service providers.
Recommendation: B2B mandate via Peppol
An evaluation report to the Dutch Parliament recommends an e-invoicing obligation for domestic B2B, based on Peppol and aligned with the European standard EN 16931, with a phased rollout envisaged from around 2030. A cabinet position and draft legislation are expected later in 2026. Important: this is in preparation, not yet law.
What is mandatory and what is not (yet)?
B2G: mandatory
If you supply the Dutch central government (since 2017) or sub-central authorities (since 2019), e-invoicing is mandatory. Delivery runs via the Peppol network.
B2B: voluntary, but the norm is shifting
Between Dutch businesses e-invoicing is not yet mandatory. Adoption is high, however, and many larger companies already ask their suppliers for e-invoices via Peppol instead of PDFs.
Belgian business customers expect Peppol
If you sell to Belgian businesses, the Belgian B2B mandate applies on the receiving side: since 1 January 2026, Belgian VAT-registered customers expect a structured e-invoice via Peppol rather than a PDF.
Why connect now?
Waiting until a Dutch B2B mandate takes effect sounds logical, but practice is running ahead. Large customers already ask for Peppol invoices, Belgian business customers have expected them since 1 January 2026, and the recommended B2B trajectory builds on exactly the same standards (Peppol and EN 16931). Connect now and you invoice more professionally today, land directly in the accounting system of every connected customer, and have nothing to rebuild once the obligation arrives.
How to make your webshop Peppol-ready
1Recognise business customers in your checkout
Collect the VAT or KvK number and legal name on business orders, so a correct BIS 3.0 invoice can be created automatically. In the Netherlands, businesses on the Peppol network are typically addressed via their KvK number.
2Connect your webshop to Peppol
Install the SendPol plugin for your platform (WordPress/WooCommerce, Shopify, Wix, Magento, PrestaShop, Ecwid or Stripe). Business invoices then leave automatically as UBL files through a certified Access Point. The Netherlands is simply part of the supported countries.
3Check whether your customers are reachable
With the free Peppol Check you verify, based on a KvK or VAT number, whether a business can already receive e-invoices via Peppol, useful for Dutch and Belgian customers alike.

I supply Belgian businesses. What should I do now?
In Belgium, structured B2B e-invoicing via Peppol has been mandatory since 1 January 2026. Your Belgian business customers therefore expect a Peppol invoice instead of a PDF. As a Dutch webshop you meet that expectation by connecting your shop to Peppol through a certified Access Point such as SendPol; your invoices then arrive directly in your Belgian customers' accounting systems.
How do I connect my webshop to Peppol?
